Fiona Miller
Director, CASCADES; Director, Collaborative Centre for Climate, Health & Sustainable Care; Professor
Fiona A. Miller (PhD) is a Professor of Health Policy in the Institute of Health Policy, Management and Evaluation in the Dalla Lana School of Public Health at the University of Toronto. She holds the Chair in Health Management Strategies and is a Connaught Scholar.
As Director of the Collaborative Centre for Climate, Health & Sustainable Care at the University of Toronto and CASCADES, Miller leads and supports efforts to improve the sustainability of health systems, through research, education, practice change and policy advocacy.
As a policy scholar, Miller brings a critical political economy perspective to the analysis of technological innovation and sustainability transitions. Her work aims at sustainable ‘demand driven’ innovation.
Nicole Simms
Education and Training Lead
As Training and Education Lead, Nicole Simms (PhD) guides the design, implementation, and evaluation of CASCADES’ continuing professional development portfolio. Via courses, webinars, workshops, coaching sessions, and a variety of educational offerings developed in collaboration with health partners, Nicole seeks to deliver interdisciplinary learning opportunities that build pan-Canadian capacity to provide low carbon, high quality care. Prior to becoming a member of the CASCADES Executive, Nicole played a foundational role in the emergence of CASCADES’ lead organization, the Centre for Sustainable Health Systems at the University of Toronto, where she served as Managing Director.
Nicole holds a PhD from the Department of Geography, Environment & Society at the University of Minnesota, and an MA in Geography/Environmental Studies from the University of Toronto. She has taught various courses related to environmental sustainability at the University of Toronto, the University of Minnesota, and Macalester College.
Katy Devitt
Project Manager
Katy Devitt is a Project Management Professional (PMP®) with an MSc in Environmental Sciences from the University of East Anglia. Beginning her career in 2004, she held roles implementing research and quality improvement initiatives in oncology at Sunnybrook Health Sciences Centre and later in the Department of Surgery at Toronto General Hospital. In 2017, she joined the charitable sector as Manager of Research Programs at Crohn’s and Colitis Canada. In 2021, she joined CASCADES as the Project Manager at the University of Toronto, and since November 2025, she has been a core member of the Coordination and Support Team for the Pan-Canadian Network on Health System Response to Climate Change.
Jaclyn MacNeil
Knowledge Mobilization Coordinator
Jaclyn MacNeil (she/her) holds a Bachelor of Science Honours degree in Applied Human Nutrition from Mount Saint Vincent University in Halifax, Nova Scotia. She has been involved in various research projects, both in Halifax and Toronto, exploring food insecurity, community education, and health policy. Her interest in planetary health, population health, and health system sustainability comes from previous work and volunteer experiences supporting initiatives focused on food systems, environmental sustainability, and Indigenous (food) sovereignty. Currently, Jaclyn is completing a continuing education certificate at Toronto Metropolitan University in publishing, focusing on copy editing. Jaclyn is passionate about supporting work that aims to affect system-wide change through research, policy, and education.
Sarah Machane
Innovation Lead (Quebec)
Sarah holds a Bachelor’s degree in Biomedical Sciences from the Faculty of Medicine and a Master’s degree in Environmental and Occupational Health from the School of Public Health at the University of Montréal. Throughout her career, she has contributed to numerous projects in environmental health, public health and sustainable development at Santé Québec and the Montreal Regional Public Health Office. Since 2021, Sarah has been the Innovation Lead for Quebec at CASCADES and is part of the coordination and support team for the Pan-Canadian Network for Health Systems’ Response to Climate Change, with the CR-CHUM. Her work focuses on knowledge mobilisation, communities of practice facilitation, partnerships development and tools and resources design. A polyglot and multicultural individual, Sarah is recognised for her collaborative approach, through which she draws on her skills in project management, facilitation and stakeholder engagement.
Kelly Widdup
Climate and Health Coordinator
Kelly Widdup holds a Master’s degree in Health Information Science and a Bachelor of Health Sciences, Honours, from The University of Western Ontario. As a Practicum Student with CASCADES, she supported the Pan-Canadian Network on Health System Response to Climate Change through research, evaluation, and knowledge translation activities. As the Climate and Health Coordinator, she provides administrative and coordination support to the Collaborative Centre for Climate, Health and Sustainable Care. Kelly is interested in the intersection of health, the environment, and climate change, particularly the impacts of climate-related hazards on health and the development of evidence-informed responses within health systems.
Climate and Health Internship
